A multiple-use, multiple organisation facility such as the proposed Harbour Access Precinct may obtain funding from many sources. If the Coastguard facility is included in the precinct, it will be mostly funded from within that organisation. However, a joint launching ramp may attract funding from other sources.

Of the other elements in the precinct, the most expensive are probably the formation of a maneuvering area and upgrading of the jetty.

Both the District and Regional Councils may support funding applications made for such a community facility and such a facility may be supported as part of each Council's Annual Plan funding.

Other fund-raising will be required to attain the project's goals. Alternative sources might include commercial sponsorship, NZ Lotteries and community grants.
